Salvage inequalities

Erwin Chemerinsky asserts in his contribution to the Brown v. Board at 60 symposium at ACS Blog that
"Suburban school systems, through larger property tax bases and parents’ contributions, generally spend far more on education than city school systems. The titles of two books by Jonathan Kozol convey the current reality: Savage Inequalities, and The Shame of the Nation: The Restoration of Apartheid Schooling in America.
Dean Chemerinsky does cite the titles and not the texts of the books. Still, Mr. Kozol began Savage Inequalities with a chapter graphically describing conditions in the East St. Louis, Illinois, school district, but did say (p. 37)
"Critics in the press routinely note that education spending in the district is a trifle more than in the surrounding districts."
